The act was a direct response to the 1970 postal strike—the first wildcat walkout by federal employees in U.S. history—when over 200,000 workers halted mail delivery nationwide, forcing President Nixon to briefly nationalize the railroads to keep essential mail moving.

  • The Act replaced the cabinet-level Post Office Department with the independent United States Postal Service
  • Shifted from taxpayer funding to a self-sustaining model powered by postage and fees
  • Before the act, postmaster positions were political plums doled out as favors by Congress; the new law banned hiring based on political endorsements
  • In 1970, starting postal wages were $6,200 annually (about $48,000 today), fueling the strike and prompting the act's wage reforms
